Every page needs a job nothing else is doing
If you cannot say in one sentence what search a page is for, it does not have a job. Pages without jobs are where cannibalization comes from: two or three of them circling the same topic, splitting the signal, none of them winning.
So the strategy starts by listing what you sell and what people search for it, then assigning exactly one page to each. The duplicates get merged or re-pointed rather than deleted, because a page that already ranks for something is worth keeping even when it is in the wrong place.
The order matters more than the volume
Writing forty pages in the wrong order produces forty pages and no movement. The services with the highest margin and the clearest buying intent come first, then the supporting questions that feed them, then the broader topics.

What the plan actually looks like
A list of pages, each with its one search, its page type, what it links up to and what links down to it, in build order. Nothing more elaborate than that, because a plan nobody can follow is a document rather than a plan.

Finding what is missing from what you sell
The reliable method is boring: list every service on the business profile, check which has a page about it, and the difference is the build list. It is unglamorous and it finds more than any keyword tool.
Then check the competitors above you for the pages they have that you do not. That adds the things you sell but had not thought to write about.
Supporting pages exist to feed money pages
The questions customers ask before they buy make good pages, but only if each one links to the service page it feeds. A standalone article that answers a question and sends nobody anywhere is a cost.
The point of a supporting page is topical depth that lifts the page that makes you money, not traffic for its own sake.
Strategy is cheap, writing is not
Getting the plan right takes a fraction of what writing the wrong twenty pages costs. We would rather spend a week on the order than have you fund a quarter of content that moves nothing.

A plan is not permanent
Services change, competitors publish, and searches that mattered two years ago get swallowed by an AI answer. A content plan written once and followed for three years will be wrong by the end of it.

That is cheaper than discovering in month eighteen that the remaining half of the list was aimed at searches that no longer send anybody anywhere.

And covering the same topic is not the problem it sounds like, because the page that answers the question better wins regardless of who published first.
